The film's called "It's a Wonderful Life". It's considered one of the best christmas films ever, (there's even been a Muppets version!)
The film starts with three angels discussing a small town on Christmas eve, where a lot of people are praying for help for a man named George Bailey, played by James Stewart. They look at all the important events in his life up untill something bad happens to him on Christmas eve and he wishes he was never born. His wish is granted and an angel, Clarence, is sent down to show him what the world would be like if he were never born. Clarence shows him how important the tiniest things he did throughout his life affected the people he loves and even how the town changed. The quote you remember if by George's little girl Zuzu who says, "every time a bell rings, an angel gets it's wings" just as the chimes for Auld Lang Syne start and the whole town comes together to help George, to show him that, no matter how bad things seem, it is a wonderful life.
